limited and that this frontage is the best now re- maining to be developed. Except for the development of Hung Hom Bay, Tai Wan and Dredging, I have no idea of the views the Consul ting Engineers hold with regard to any other areas of the harbour.

The Area included on the Drawing from Marine Lot No.431 to about point (X) is admirably suited for the construction of small docks transit sheds and basins for dealing with water-borne merchandise, whilst sufficient area between points (X) and (Y) would be admirably suited for Government repair workshops and slipways. This latter area is in close proximity to the Government Quarry and as the southern portion between the proposed 100 feet road and the Shaukivan Road holda a considerable amount of rock, it would be the most economical part on which to construct slipways.

(viii) The estimated quantity of rubble required to form

the rubble mound shewn on the drawing amounts to 450,000 cubic yards making allowance for settlement and consolidation, but not including for nullah

foundations,

3. As the whole question of the development of the harbour is now under consideration by the Consulting Engineers may I respectfully suggest that their attention

be drawn to the development of this area; perhaps it would

guide them, if a copy of this plan on a maller scale and

report is forwarded to them. Their plans need only be

sufficiently elaborated to shew the scope of their proposal &
